driver's license who switch employers will be required to register with the
FMCSA Commercial Driver’s License Drug and Alcohol Clearinghouse as part of

New regulation for Insulin Treated DM-
§391.45 (e) Any driver who has diabetes mellitus treated with insulin for control and who has obtained a medical examiner's certificate under the standards in §391.46, if such driver's most recent medical examination and certification as qualified to drive did not occur during the preceding 12 months; ( max certification is 12 months) Effective as of 11/19/2018.

WHAT IS INTERSTATE COMMERCE
Interstate Commerce is trade, traffic, or transportation involving the crossing of a State boundary. Either the vehicle, its passengers, or cargo must cross a State boundary, or there must be the intent to cross a State boundary to be considered an interstate carrier......When the intent of the transportation being performed is interstate in nature, even when the route is within the boundaries of a single state, the driver and the CMV are subject to Federal Motor Carrier Safety Regulations. |

"The ODAPC is currently investigating the process to determine the gender of the collector for direct observation collections of transgender donors. At this time, the observer should be the same gender as the gender that the donor identifies themselves to be. Example: If a driver identifies themselves as female, then the observer would be female."
This rule only applies to the observer of a direct observation collection. A collector does not need to be the same gender as the donor, unless the collection is performing a direct observation collection. For other types of collections, the gender of the observer/collector is not an issue.
